2/28/25 WIRP Updates: Ongoing Inspections & Cleaning Continue, CIPP Lining to Begin

Attention Hartstene Pointe Residents:

Work will continue on the sewer rehabilitation project in the coming weeks. The week of March 3rd will include new equipment and processes to the work that has already been underway. New crews will be on site to complete the Cured in Place Pipeline (CIPP) work to seal up the leaking sewers. Over the next week (3/3 to 3/7), crews will be installing the CIPP liner in Liberty Road and Barnacle Boulevard west of Pointes Drive East. The week of 3/10 to 3/14, the crew will be installing the CIPP liner in Nantucket from west of Pointes Drive East. This work will not include excavation and should not result in any road closures or access limitations. When they are installing the lining, the request that residents minimize toilet use, refrain from taking showers, running the dishwasher or doing laundry. The requested time for limited use should be 1 day maximum. You will receive a notice on your door letting you know when the requested limitation would be in place. We understand this can be a major inconvenience for residents and apologize for the necessity.

They will also continue the inspection work planned for the southern portions of Pointes Drive East as shown on the previous map. The inspection work will include large trucks that will be performing cleaning of the sewers in the street and another truck that will be performing video inspections of the sewer line after the cleaning. All of the equipment will be in the street and will have cones around it. No roads are anticipated to be closed and no digging or excavation will be taking place.

As they are performing the camera inspections, they may trace the sewer laterals toward the houses with their equipment so they can pinpoint the exact location of the sewer lateral. You may see workers around your property tracing the sewer lateral route. If you have any concerns about the workers, please reach out to Century West Engineering’s on-site representative, Steve Hallee at 425-626-3241 or the Hartstene Pointe Water and Sewer District office at 360-427-2413 to let them know about your concerns. Again, they will not be disturbing your property during this investigation, only establishing the location of your sewer service lines. No vehicles or equipment will be on or around your property as all equipment will be in the street.

The Contractor will ensure that vehicles can pass the equipment at all times unless there is a situation that can’t be avoided. This may include manholes that are in driveways. If the Contractor needs to close a driveway, the Contractor will provide at least 48 hours notice before making such a closure. The Contractor will provide a flyer to each house/residence that will be affected by the closure and also provide notification through the HPMA and HPWSD websites and email lists.

The work will begin near the intersection of Liberty and Barnacle on February 24.  The included map has been provided as a means for you to track the camera work, by date (in red), as tentatively scheduled. The timeline is always subject to change and when changes occur, this map will be updated and notice provided  to the HPMA and HPWSD.

Camera Work to Begin, Crews to Start 2/24/25

The next phase of WIRP, the Wastewater Infrastructure Rehabilitation Project (sewer project), is finally scheduled to begin on Monday, February 24.  The first stage of the project will involve camera work throughout sewer mains and laterals.  Homeowners can expect to see construction crews working throughout the Pointe—including individual properties—gathering video information of underground infrastructure in order to assist with future phases of the project.

It is not yet known where in the Pointe the work will begin or when/where work will progress, but as soon as more details are set, information will continue to be provided as early as possible.

Construction Bidding Updates

Pre-bid & Bid Opening Meetings:

On Nov. 22, 2024, the District General Manager and project engineers met on-site with prospective contractors to respond to questions about the scope and specifics of the Wastewater Infrastructure Rehabilitation Project.  Attending this pre-bid meeting was a requirement for considering bids from contractors.

Bid submittals will be opened on Thursday, Dec. 19, 2024, at the HPMA clubhouse and bids will be reviewed and considered at the open, public meeting of the Board of Commissioners on the same day at 1:00 pm at the District's office.

8/22/2023

The Wastewater Infrastructure Improvement Project is currently in it's Design & Planning phase.  The District and Century West Engineering secured a $1.3 million loan for this phase of the project and the District will automatically be considered for grant and loan commitments from Ecology for the Construction phase of the project.  The District is confident the Construction phase will be considered necessary for funding by Ecology.
